ls 408 stroker down on power help!!!!

i have a 408 stroker that is down close to 100hp on the dyno its very choppy all the way threw and peaks about 5600rpm,and should pull to atleast 6800 as with other similar builds.. we replaced head gaskets, checked cam, put new pushrods and lifters, new coils, checked grounds, compression test 190-195 on all cylinders and the motor only has about 3000 miles on it. i am out of ideas can someone please help

Was the cam degreed in right? I ask because you are peaking so early

when it starts when it's cold it runs rough too, like it's missing a cylinder or loading up

yes i changed both of them too
