Default Testing The Kool-Aid

After a year of verbal pounding by my neighbor with a Z-06, I am considering a glass of LS.
I own an unmolested 1972 400 SBC. "Z-06" swears to me that I should be able to pick up a truck 6.0L, get all the engine necessities and come out for less than I am looking to spend on machine work and heads for the 400.
My retort was are you sure? When said and done the 400 will make about 425 HP 475 TQ and still pass the fine, fine, fine Colorado Emissions test.
He said "easy peasy" on both price and performance.
Question 1. Is he correct?
Question 2. Will a "truck" engine pass in a car in Colorado?

You would really be a picky shopper not in a hurry. There is deals out there but LS conversion can get expensive quick. Especially if you piece everything together. Better deals are getting everything you can as a package or donor vehicle. But conversions are worth the doing just alone for drivability, horsepower too. You better find out from your smog control whats required for swap to pass in Colorado.
