Default Coolant Overflow Tank Question

I have a 2008 GP GXP and I was replacing the driverside headlight tonight and noticed on top of the coolant reservoir tank, there is a overflow tube that comes off of it. I noticed that tube just goes to open air behind the headlight and apparently leaks to the ground if it overflows? Is that normal on these cars? I thought it would route back to the radiator? Anybody got a picture of how it should be?

Edit: I figured it out. It appears there is one line lower on the tank that goes to the radiator and the other one is a true overflow to the atmosphere.

Always found that odd as well on a car this new that they would even allow a coolant overflow to vent to atmosphere
