About 85% of my milage is spent on the interstate going 75 to 80 mph. I think DOD is hurting me because I'm only getting 19.8 mph. Could I possibly get better gas milage if all cylinders were firing?

Running those speeds means too much load for the DOD to go to 4 anyway. You want better mileage? Slow down.
Other than that, get programming that will lean you out a bit at cruise and that might help you.

Set your DIC to Instant MPG and watch it while you're driving to see if it's actually going into 4cyl mode. Mine would switch in & out of 4cyl mode at those speeds. Any slight hill would kick into 8cyl, then level ground would be 4cy mode. I found on 2 lane roads going 60mph I would get about 26mpg, on the interstate going 75 was 22-23mpg. I installed the Diablo 91 DOD tune and it stays in 4cyl mode more doing 75mph and now I average 25-26mpg going that fast.

Can vouch for that - 24K in 8 months, 19.5 LTA.
70 mph speed limit on highways, I set the cruise @ 74. 20 - 22 instantaneous is what the DIC says, lotsa 4 / 8 cyl switching.
55 mph roads net the advertised 28 mpg.
DoD is ok running 35 - 55, that's where it seems to work out the best.

I'm running the Diablo Tune No DOD (DOD is disabled) - so I'm always in V8 mode, and I'm getting 20.xx mpg with 50/50 city/highway driving. On the highway I set my cruise control to 70...

I use the Diablo no DOD and go 70 - 75mph and the instant mpg is about 24 - 25mpg. Then do some stop and go and the total average is 21 - 22mpg. Getting the ltft to 0 really helps.
