ok once you have verified power you will need three jumper wires..2 about 5 inches ling and one about 16 inches long. First to verify low speed fans on (both fans) Remove relay one (leave the rest installed) and jump pin 1 to 4 on relay one, if both fans come on low speed (which they should) you can start swapping out relays with relay number three to verify all of their operation. After that you can test the PS side high speed by jumping relay #2 pins 1 and 4. Now to test high speed on both fans you need to jump pins 1 and 4 on both relay number one and relay number two as well as jumping pin 4 on relay number three to a chassis ground with the long jumper wire, I used the ground strap and the radiator support directly in front of the fuse block. If all of these different scenarios work right then the only thing you need to verify is the signal from the PCM.

if you don't get power you have found your problem and it is time to trace it back to the battery and check fuses, you can check fan operation still by jumping t12 volts form the battery to pin 4 on relays 1 & 2 instead of pulling the voltage form the hot side of the relay but if you are interested in fixing it I would repair the wire that is in there.

I had the same problem with my car for so long. I use to bleed the system all the time. i finally noticed that the fans werent even coming on. I traced out the wiring and found out that the owner before me tried to rig the fans to run all the time. It was all jacked up. I now. i have a ewp too. That helps!!
