Any tips to help pass emissions?

Any tips to help pass emissions? I took a MD state emission's test today on my 95 Z28 and failed.So does anyone know how i can get this thing to pass?Also tried GTP stuff the goes in the gas tank.

Mildly ported heads w/ 2.00 & 1.56 valves
Comp cams 1.6 Pro Magnum rr's
Edlebrock/BBK TB

SLP cold air kit
Kooks stainless1 3/4 full length emissions headers
Kooks stainless catted Y pipe
Borla adjustable cat back.
AC delete pulley
LT4 knock module
Tuned with LT1 Edit software by the original owner,i only have the AKM cable.

move to illinois where your are exempt pre 96 or 97 i believe 
once i found that out, i had the emission/smog stuff off within hours :chug i believe here they just check to see that there are no trouble codes and u are good to go. doesnt look like thats the case there. im not sure how much you can mess around with the tuning to get it into the range u need it
