does anyone know how or if you can test the fuel pressure regulator?

Easiest thing to do is to pull the vacuum line off of the regulator and see if there is fuel or a strong fuel smell in it. That would indicate a hole/tear in the rubber diaphram. Or, you could hook a vacuum pump to the vacuum side and monitor the fuel pressure and apply vacuum and see if the psi changes with the key on.
