Car is trying to run rich..

Car is trying to run rich.. I've been battling this for a while now and it's getting old. At running temp while at a stop light the car tries to load up, like i take off you can feel it getting held back then at a random rpm it will let free and the power is back. It's REALLY annoying. I think it might be in the tune? It was doing this REALLY bad a while back then i replaced the coolant temp sensor and it got better but still does it. I just put in new o2's and it is still doing it. Any ideas?
I don't know what else it could be. I can't take the car to the strip right now cuz the car sits at idle and starts to load up and it won't launch for anything till it breaks itself free at 4k or so if you sit long enough..
Oh I put an e-cutout on the car which actually helps it when it's open it doesn't do it as bad?.. The "custom piece of ****" catback I have has a 1.5" pipe over the axle so when the cutout is closed it seems to do it worse...I could be wrong i guess.
Checked for vacuum leaks and couldn't find any. Unplugged the MAF which made it worse sooooo what are my options now?
