need help!! no power to egr solenoid

A friend of mine has a 1997 formula. Hes been having problems with his egr. It is showing code p0403. I tested the power today to the egr plug and it isnt recieving any power when it should be recieving 12v.

Does the 12v from the egr plug come from the pcm or through the harness?

If anyone has had this problem please let me know what you think it is.

If it is the same as a 1996, you would get 12v power on the brown wire coming from the actuators fuse with the key ON. 12v power does not come from the PCM in any case.
