Do a search. This has been beaten to death hundreds of times.

Or, the quick answer.

LT4 conversion + supporting modifications = 340-360whp, mid-low 12s.
AI or LE heads/cam package + supporting modifications = 400+whp, deep 12s, high 11s.

Not enough to justify the cost.

RamAir95TA nailed it on the head.

Yes a tune is necessary for the car to run/perform right.

yes it will need a full hands on tune! A mail order tune is good enough to get ya to the tuner, but thats it.

If your going all out with GM parts, the LT4 does have more potential, with that said 99% of people will never use LT1 stuff to its full potential either. So its not really worth it to go LT4 for most.

Send your computer out for a mailorder tune and then when you get the money have it dyno tuned locally. I would sent it to PCMforless, Bryan specializes in LT1's and has done many many LE setups so the mailorder will be pretty damn on. I ran his mailorder tune in my car for over a year until I had it tuned with zero negative effects, the a/f was dead on. I recently had him dyno tune the car and he was able to make the car drive a little nicer and picked up some good hp and tq throughout by changing the timing.

-SVO 30# Injectors would be sufficient. I'm using them with a more aggressive package than what your looking at and they aren't near maxing out yet.
-Racetronix 255 Fuel Pump Kit
-Intake Manifold Ported by Lloyd Elliot
-52MM or 58MM Throttle Body
-Rockers, Pushrods, Gaskets, Timing Chain etc.
