well if it REALLY isnt getting fuel at the rail its gonna be fuel pump. Have you actually seen the car in person? looks kinda ratty from the pic.

I'd think worst case is they say its not getting fuel and its pitched a bearing

Could be something as simple as the fuel pump... Could be something major, never take a seller's word for what is wrong with the product you are buying. Go look at the car, see if the pump comes on when you turn the key forward. Either way that is a good price on the car. Unless the motor is completely gone, i would pay that.

It can be out of gas but did the owner hook up a fuel pressure gauge? Is the fuel pump priming. You should check out the car before dropping that dough!

If it starts with starting fluid and runs well, then it shouldn't be hard to figure out why it isn't getting fuel to the injectors and fix it. That's still not a bad price for what you're getting and you can always make a lower offer and see if they bite.

Id buy in in a heart beat for that price. Even if I had to swap the motor.

1500 sounds like a good good price, but how many miles are on the CAR itself?

Sort of. It is integrated into the optical sensor of the optispark. It's possible that the opti just needs to be replaced.
