Default Idle issues on fresh rebuild

I have a freshly rebuild 350 with a comp 304 cam, port matched stock heads, stock throttle body, stock injectors, egr removed, air removed in my 94 caprice. I am having trouble with it at a constant rpm, under excereration it runs fine. Just wants to die at a steady rpm. New opti, new IAC valve, new ICM, new sparkplugs and wires, has a mail order tune by pcmforless. I have tried to do the reset on the IAC, still no change. Does the ground that comes directly off the battery go to the alternator and the woven ground strap go to front of the passenger side head? Thanks in advance for the help

I found my problem it ended up being that i had a leak in the exhaust in front of the o2 sensor and was causing the engine to be super rich.
