Piston ring and valve seals

Piston ring and valve seals So i have a complete parts list for my motor, im waiting on my cam to be done and the cam bearings to be installed. The block had some very very minor rust in one cyl. wall so its getting honed aswell.
but my question is, should i replace the piston rings? if i did i would do just a stock replacement. how ever im not sure if i need too. its a low millage motor i think 60k give or take.
now when i pulled the heads off my old motor, i found there was either oil or fuel inside the exhaust ports. The person who built the motor last did just a complete half *** job so idk if the valve seals are bad, or if its gas from the car running WAY to rich, im talking veryyy rich.
