Either way, the fuel tank gauge inaccuracy is a common problem. The tank is shaped like a V, so there's more fuel at the top than there is at the bottom. The fuel level float only measures the depth of the fuel, not the volume. 1/4 tank always means E.
Your speedometer being off might indicate a rear gear change was done and the speedometer was never corrected (via the PCM). Depending on how off it is, that can have an effect on how the transmission shifts. Do you have any SES lights?
