Will not shift out of first gear

97 LT1 4L60E truck sat for a while and battery died. Charged it and started fine, but will not shift out of 1st. The truck was sitting cause the rear end blew up and was otherwise running fine. Tried swapping PCM's and the new (used) PCM won't allow me to start the engine because of VATS. Tried to read PCM info and it will not communicate. WTF!? Any help would be greatly appriciated before I drive this damn thing off a cliff or into a lake, which ever I find first. Thanx.

It sounds like the PCM is not getting the mph signal from the trans tailshaft pickup to enable the 1-2 shift. Check the wiring and connections from the trans.
