You should always replace the valve springs with at least LT4s or better when you install 1.6 rockers. A few people run 1.6s on stock springs but it is overall not a good idea.
Even though many GM engines come from the factory with a SA valvetrain, including the LT1/LT4 engines, the LT1/4s have a whole host of differences from earlier and later small block Chevys. Many of these differences cause the parts to not be directly interchangeable with earlier and later engines. IIRC, 92 through 97 were the years the LT engines were made.
Starting with the block (which is unique to the LT1/4) then the Opti-Spark distributor, camshaft cores, cylinder heads, intake manifold, the LT4 has 'net build' roller rockers made by Crane, water pump, etc.
