Is it a piggyback pulley? If so you are supposed to install the stock balancer back on top of the underdrive pulley. Then the bolts should be the proper length. If they are still just a little too long at that point shim the bolts with washers, I had to do this on one of the pulleys I ordered years ago, had to use like three washers per bolt that the pulley had shipped with.

Just put the stock pulley back on. You will never tell the difference!

I don't see how longer bolts would help. If the pulley doesn't line up with the other accessory pullies it's probably the wrong pulley for your car. Make sure it is tight against the hub.

I know I tried using the hub from a b body LT1 once and it made the pulley stick out too far past the other pulleys. If it doesn't line up and you've already tried flipping it then I'd say it's the wrong pulley.

theres a variety of different things from the 93 and 94-97. the pulley is probably one of them.
