440rwhp is not "the high side" that is a complete pipe dream fabrication from what we see here.
The tune obviously needs work, the compression is only moderately high, the cam is NOT up to such a task. The shortblock is cheap, so given all that we have no reason to think the heads are anything special.
I would honestly be surprised if it made 400rwhp.
Again 440rwhp is possible, but this is not an example of how.

Yeah dude who builds a car, finishes, then doesn't get the tune right? And now he's selling it? Sounds like BS. It COULD be the car is running way too rich, so it needs the extra air to start up, but it could also be other things.
Tell him to get it tuned. If the tune fixes the issue, pay for the tune on top of the price for the car. He should be totally fine with that. If he's not, you know somethings wrong.
As far as the HP #'s go there is no way that build is making 440rwhp all motor either. 400rwhp would be a good solid number out of that setup N/A.
