The goobers arguing about intake need to specify what they are talking about the intake TRACT can use some upgrading the intake MANIFOLD not so much it works really well.
The retard that suggested you could do heads/cam, suspension, wheels and tires is just that a complete retard especially when you consider needing things like fuel system upgrades and real exhaust to do such.
$4000 really wont go too far, you should use it to lay a foundation. If you really see yourself adding power then maybe a good tranny and stall which is going to set you back around $2500 should probably keep say $800 or so in reserve in case you find a problem or break something like the axle.
Gears, stall, shift kit are great boltons you NEED before engine work.

Stock intake is fine.
www.advancedinduction.com ported stock castings get my vote for the vast majority of LT1 builds, they offer complimentary cams.
The LT4 package gets used for two reasons, one it is all GM or two complete and total ignorance, it was a mild reliable option over a decade ago, these days a proper heads and cam setup makes almost at the wheel what that does at the flywheel. On a 350 held to stock shortblock rpms the LT4 heads are inappropriate.
You can not afford to do heads and cam right though, by the time you are done buying valvetrain, gaskets fluids, tuning, and the supporting stuff like fuel system, larger TB and possibly reworking the exhaust, and you really should do at least gears stall and shift kit even if you want to gamble on the tranny you have, you are going to run out of budget fast going that route.
