If your vss was broken. and the pcm didnt know how fast you were going would you burn more gas.

 

It's possible. The VSS is used to determine how the idle follower/IAC reacts when the car is moving or not. If an automatic, it certainly would not shift correctly. Probably another thing or two that I can't think of off the top of my head. Bottom line is if something is broken-fix it.
