"Rice" refers to East Asian automotive technology and more particularly its aftermarket parts & accessories fan base. "Beaner," etc. lacks validity because most of Latin America has no automotive design industry of its own (exception Brazil) so it simply refers to culture alone, appplied to cars from wherever.

One pokes fun at a class of aftermarket culture for existing vehicles and does not identify a specific racial or ethnic group; the other pokes fun at core culture applied to automobiles within a very specific racial and ethnic group. "Ricers" can be any color. Can you say the same for "Beaners?"
