Default Dowel @ 3 o'clock, is this right? (pics)

Read in one of my LT1 manuals that the stock cam dowel is supposed to be at 9 o'clock but what if the LE cam dowel is at the 3? The #1 piston is at TDC. Is this right? I didn't degree the cam, my engine builder did.

The 1 and 6 piston will be at the top of their travel when the cam dowel pin is at 3 or 9. Cam dowel at 9 is #1 TDC. Cam dowel at 3 is #6 TDC. You're ok.
