LT1's don't usually squirt oil all over the place like an older small block. Are you saying there is no oil or a lot less oil on those two lifters?

Are they on the same cylinder?

There is no oil, it is exhaust on #1 and intake on #3

I spend a solid 2 hours trying everything that was suggested still couldn't get oil to the top on those 2 lifters. With the motor running looking down at the lifters I can see oil coming out of the 2 troublesome lifters for whatever reason it wont make it up to the top of the motor though.

This car has tested my patients this year, I'm ready to just park it. I'll probably just get 2 new lifters and take this bitch apart next year.

It isn't that hard to put some lifters in. An afternoon of working on the car and it will be running again. Don't part it out for a simple fix like this.

Do one more thing. Start the engine and loosen the rocker nuts until you hear them tap, then close the gap just till it stops and SLOWLY go 1/2 turn more and see what happens.

I was able to confirm the pushrods weren't plugged. I just gotta find a place that sells the ls7r lifters individually.

WTF I'm about ready to give up on this car. I replaced all the liters with brand new LS7 lifters, still the same damn issue. What does this mean? Something clogging the oil passages?

MudMan really offered some really good advice. Make sure pushrods are clear and re-install on the loose side where u will hear them tap. Not so loose that they will do damage to rockers, but enough to keep contact as to follow lifter and rocker. Oil should pump lifter back up so that you can lash down properly. It might take some time for the lifters to re-fill however.....so dont give up yet. The same lifters to the original bore right? You could help it by using an mechanical hand oil pump with the long rod and oil lifter plunger and dowsing it with oil, then dowse the pushrod end while she's installed, then follow up with the rocker. They should eventually pump back up....

Weep hole on the lifter might have some junk on it if ya want to remove the two. Clean them up throughly, re-charge with oil to remove air, then re-install...

The lifters were brand new, and I soaked them in oil for 2 days prior to install.

Give them time to pump back up then. Lash the two down correctly, then 1/4-1/2 turn. Leave it. Throw everything back on. Drive it normally till they both fill. Nothing over 4,000 rpm. They will pump back up. I had a build similar to yours and 1 pesky lifter didnt stop ticking. It went away after a long easy expressway trip...bout a good 75 miles!
