WIERD LT1 Issue, Interfan fan surging.. missing...??

WIERD LT1 Issue, Interfan fan surging.. missing...?? Hey guys..
got a bit farther on my car.. she starts runs ect ect.. now I just got some -wierd- issues I'm not sure where to start on.. soo.
Here goes.. if you turn on the fan for the heat.. cold or hot it doesnt matter on full power.. then accelerate.. the fan will slow down.. nearly stop.. as in not blowing any air into the cabin.. when you stopp accelerating it will start again.. lol?? like.. ?? The lights and dash dont seem to surge.. that I can notice..
Also.. close to zero low end grunt.. and still misses / surges a bit through the rpm range and will miss at high rpm.
I had the fuel pump tested, new opti spark and plugs and plug wires(I did the night check for sparks and couldnt see any)
not throwing any codes yet.....
Expert advice? I am -not- giving up on my LT1!!!!! lol!!!!
