Surging TPS Voltage

Did this before and now after New TPS pigtail and New TPS sensor, volts are still bouncing between .067 & .081 on Data Master w key in on position, engine not running. This surge also happens while car is running and driving. Connections on pigtail are secure. Any suggestions as to what could be causing this to happen?.

your fluke meter? battery good in it?

Loose or sloppy throttle return spring? The voltage should not move if the shaft doesn't move. Try disconnecting the blue wire (NOT the 5v reference) and measure voltage at the sensor. If it doesn't bounce like you say then the problem is between the PCM and the sensor.
