Fan Problems

It has a power source coming off of the battery and then one coming off of the ignition. I'm pretty sure the PO tried wiring the 2nd fan to come on with the 1st fan. The only problem is the fan rarely comes on and the car can maybe run 15-20 minutes before it gets too hot. It has this pole coming out of the radiator and into the relay setup.

I'm not sure if this setup is like its own temperature sender to bypass the ECM. When the fan does work it turns on when the key positioned to on. Has anyone seen this kind of setup?
