Check to see if the hoses are on the right radiator ports. The hose leading to the reservoir should be on the top most port that is above the plunger of the cap. The coolant return line should be just below that one:

If it's actually correct then do a coolant pressure test as described.

The thin one with just a clip is on the bottom, One to overflow

you're backwards, one from the steam pipe(TB), should be on the bottom.

I had a similar thing happen to the op's problem, ended up being the drive collar for the waterpump was stripped on one end and almost stripped on the other. Waterpump gaskets are cheap, pull the pump and check it out.
