Engine swap, does nothing when i turn the key
Well, the only other things I can think off the top of my head is you left something disconnected (power junction block, starter, etc) or your ignition switch is bad. I noticed some of your indicator lights and radio went off when you turned it to run, pretty sure they shouldn't do that.

checked fuse. just got done checking grounds and there good. i arced the starter and is worked but still nothing from the key

Does it show 12v when the headlights are on? What does it show in the START position? Looks like a really dead battery or bad cable connection. A discharged battery can still show 12v with no load.

11.70 with lights on and the same when i try to start it. It's a brand new optima
