can i use a hypertech programmer cable as a scanner cable?

i have a hypertech programmer for 1995 fbodies that is of no use to me because it's got someone elses VIN in it. it was given to me this way and they didn't know if it was locked or not.
my question is, can i take the 15 pin serial to OBDII cable that is on it and adapt that to USB to use with a laptop and software code scanner?

don't you need a special cable for 95 cars? i thought the 95 cable was something like $60.
a buddy of mine says he can scan my car with his scanner but i doubt it since it's an obd 2 scanner. my car uses obd1 but has the obd2 port. that's a 95 only thing and i thought the hypertech programmer was specific for that.
