"Skip Shift" was an EPA thing to keep the emissions low and "raise" the MPG on our cars. It forces you to shift from 1st to 4th, by blocking out 2nd. This happens under a certain MPH and RPM range(I think its 15MPH and 2500RPM, just going from memory). If you drive it hard, it won't block you out.
"Skip Shift Eliminators" disable this all together, so you can shift into 2nd whenever you want. You can also unplug it to disable it, but it may illuminate the CEL.
