Default Code 36 high res help

New to the forum. Recently picked up a 95 Trans am.
I was told the opti and water pump were just changed.
Car has 103k. When starting the car it has a long crank about
15 or so seconds of cranking before it starts and runs.
Check engine light is on and code 36 high res shows on scanner.
Car stills runs well and drives with no misfires etc. Does seem
to be lacking in power (maybe limp mode?)
I do get power to the opti and high and low have 5 volts.
Also there is continuity. Also checked the icm and that checks
out fine. Checked all grounds and replaced one and all good.
Now I put a noid light injunction with the coil while craning motor to start.
Seems there is no power until it cranks for about 15 or so seconds
Then you can see the noid light blink and car starts and runs.
I did the same with an injector and result was the same after
extended cranking and then fires right up.
Telling all this and trying to see if I am missing something
or not trust the seller and might have a bad opti.
Any guidance would be much appreciative.

Just make sure its the vented style.

Maybe I will remove the opti and inspect it first
