problem putting belt tensioner off!

I guess this is shot cause I cant find a way to put it back on as it rubs the ac compresor pulley completely! it looks like the pulley is on the high side. right or wrong?

It does look a tad high, did you try installing it and putting the belt on?

yes I did but it wouldnt go in. but right after I took the belt off I noticed the tensioner pulley to be to close to the one from the ac. if I spin one by hand the other one would spin too cause its sits right next to it.
