Default Rust spots opinions help!!!

Guys I am currently in the process of buying a TA. I am a bit concerned with these rust spots that are on car. Since it is in a location I can't get to would it be a deal breaker for car???? Help!!! This would be my first time buying a car from up north.

You should be able to spray a rust converter up in there. looks like surface rust. Could also sand blast up in there if your that concerned

I am planning on keeping this car for a really long time. I just don't want it to look like Swiss cheese 10-20 years down. I have a 97 been a Texas car all it's life and I checked under there not even a speck of rust. Do those sprays really work I have been reading up on them. Some say yes they work others no. It's the best pic I could get because it is a video seller sent me
