Default high idle

I have a 93 lt1 no vaccum leaks no maf sensor. I have fixed the wiring to the iat, the TCP, the IAC, and the map sensor. I have replaced the tps. I have cleaned the IAC, the iat and the throttle body.
What is causing me idle at about 2k

where do you live?
I had a throttle body bypass on my car last winter.
When I was driving my Z one night the throttle body blades iced over, and it idled up around 2k rpm. I put the coolant hoses back on the throttle body, and it fixed the problem.

Had a similar issue on a 96 camaro. Mine was due to the cruise control cable binding and hanging open the throttle.
