no top end speed with carb

no top end speed with carb i have a stock 97 lt1 in my 85 cutlass and car doesnt like to go over 80-90 mph an it doesnt seem to pull past 4000 rpm at highway speeds. i know this cant be right. it has long tube headers edelbrock 1405 with 4 hole gasket th350 trans and stock hei. what could my problem be?
