quick question and info needed on 96 traction control unit

quick question and info needed on 96 traction control unit I'm having an issue with my traction contol unit ( the part that the throttle cable,cruise and pedal cable atatch to)...mine seems to be radomly clocking itself to the point that the accelerater pedal cant move. I can physically turn the two gears in it to reset it but then it just turns and goes back to the fully extended spot and remains there if that makes sence to anyone....not sure if this is an issue with the tcs or an issue with the tcs motor itself
