Default 96 camaro starter wont spin

I've been trying to get the camaro fired up after this flood and it's giving me fits. Car has a new battery and starter, plugs are out of the motor and motor turns over easily by hand. I tried bumping the starter in case there was water in the cylinders and it bumped twice then just started clicking. I had warranties so that's why I put the new starter and battery in. Any ideas where to start. I'm about to go pull the cables and clean them but I don't think it's a connection issue honestly.

Update: pulled starter off and jumped it and the starter gear comes out but doesn't spin

When you jumped the starter did you have 12 volts powering the starter motor as well as the solenoid? You need 12 volts to both in order to get it to spin. I would take the starter to autozone and have it tested as this would eliminate it for troubleshooting. Next would be to measure the voltage on the cables to the starter and do a voltage drop test. Sounds like you do not have enough juice in the battery. What is your starting voltage and what does it drop to when cranking? Should be ~12.6 starting and ~11.6 cranking if everything is good.

Im not sure. I just put a new starter and battery in the car this morning. In also tried it with a jump box on it, same result.

Get a voltmeter and start testing the voltage of the wires. It sounds as though it could be in the wiring but hard to say without you testing the voltages, etc. Did the car run fine before?

You say motor turns by hand.

Did you just move it a bit or actually spin it all the way around.

Im thinking a rod was bent on the very first try and it's getting tangled up.

Yea it ran fine before. I can turn the motor over all the way by hand. I've made a few revolutions to be sure

Check your grounds. Easy test is to grab jumper cables, hook one end to the battery negative and the other to the alternator bracket. If it cranks you have a bad ground.
