Default Fans Running Constantly

I've got an error code ERR69 stored on my PCM which is for an open AC clutch circuit. This error doesn't throw a MIL and it's the only one I've found. Would this cause the fans to run all of time?

While i didn't have the exact issue, i can confirm that the clutch can cause the fans to run all the time, my clutch got stuck and was running the compressor all the time, jacking up the refrigerant pressure which runs the fans over a certain psi. For me, when i unplugged the pressure switch, my fans would turn off. Your issue might not be pressure related, but a safety thing since the computer isn't sure if the system is being pressurized or not.

Clear the code and don't turn on the a/c and see what the fans do.
