Default Another code 36 problem

My car is a 95m6 with a code 36 only. Im on my 3rd new (not reman) opti from O'riley back to back and 1 ecm. If you clear the code and crank the car my scanner shows low resolution value of around 17 at idle and high resolution just shows yes with no value. If you drive the car normal and don't get on it all is fine, but if you get on it there will be a dead miss in the ignition that will almost through you forward in the seat and then code 36 comes on and cooling fans come on. Now you can clear the code and crank it without even driving it rev it up and at about 3500rpm the tach will flutter and the code is back and fans are running. I have omh all 4 wires at the opti harness to the ecm and all is good. with key on and opti harness unplugged I have 5.0 dc volts on wires a and b, wire c has 12dc volts and d has 0.0ohms. with icm unplugged key on I have 12volts on wires a and d, wire b has 2.1ac volts cranking engine over and wire c has 0.1 ohms. I have even run a stand alone wire harness from opti to ecm and values do not change. the coil and module is new as well and values seem to be correct at them. Any thoughts? My car also cranks quickly every time and fuel pressure is 43. Could it be 3 opti bad back to back? The reason for the original tear down was running terrible and code 36 and found leaking water pump and coolant in distributor
