Default Starter gear sticks in flexplate

New tci flexplate
New and old remy starter 1.7kw (high torque) 2.28hp
Fully charged Optima yellow top 13.xx volts
Also have 13v at starter
Motor does turn over by hand!

Ok so here is the issue I had my flexplate Arp bolts back out and it trashed my tci flexplate bolt hole openings see link pics included https://ls1tech.com/forums/automatic...t-garbage.html

So now I installed a new tci flexplate (same part #) and Arp bolts reinstalled the remy starter that was new with the previous Flexplate and it started to turn over like normal then the starter got hung up and started to make that very fast clicking sound. Well so far I haven't been able to get the starter gear to fully extend and turn the motor over, I even put an old remy factory one and same issue both have been also bench tested at auto store be fully operational. So next I started to shim with a GM shim kit and same issue so I decided to take the paint or powder coating off the ring gear thinking maybe that's the issue but nope.
So if anyone has an idea or a fix or know what stress this has been lol can't turn the damn engine over or even a 1/4" 😡😡😡😡

I have tried shins and washers and same crap won't turn just jams and clicks wtf!!

UPDATE but no luck

So I spent several hours today using shims and also tried washers and one side vs the other all did the same well until I shimmed too much and the. It wouldn't even touch the flexplate. I'm at a loss I literally used real shim kit and then moved to .060 washers on the one side over the other i had my factory flexplate I installed today and that damn starter did the same thing with that too!

Have you checked voltage at the starter? maybe moving the cable around broke some strands in the cable and not getting the full voltage, just another option to check.
