LT1 NEEDS HELP!! Early rev limiter

LT1 NEEDS HELP!! Early rev limiter So I recently bought a 94 Vette auto. It had a leaking water pump and I got it cheap because of that. So I drove it for about a week and when I would hit about 4k rpm or more it would just bounce like it was hitting a rev limiter. It did that about 4 or 5 times in a week or so span. So I figured when I'm doing water pump I'll do the opti. No big deal. So when I did the opti I did ac delco opti off rock auto, ac delco plugs and new wires, Delphi coil. When we got the car finished it still did the rev limiter issue only it is every time I go past 4k rpm. Since then I have done a fuel pump, regulator, fuel filter, ICM, maf. And I'm STILL getting the issue. I overnighted another opti and by now this has to be my issue. Maybe I got a bad opti from rock auto? Idk. I'm not sure what else this could be! Oh also I'm throwing ZERO engine codes. Any guidance or advice would be greatly appreciated!!!
