Nobody is replying to your post because the first question is such a wide-open question that the options are literally endless. The tire size is subjective and also wholly dependent upon what you want to do with the car.

SLP LT1 4th gen SS Camaros were produced in '96-'97. Do you have ZR1 style wheels? If so, 275/40/17's will give you the best footprint. If you want a larger tire to match a ZR1 wheel in the back then find yourself some 17X11's and do 315x35x17's.
I will be the first to take a stab at "a good engine upgrade "
1. Bolt ons- cold air intake, 1le intake elbow, electric water pump, quality mid length headers "for ground clearance" or long tubes, quality catback exhaust such as magnaflow or borla and then a mail order tune is the first step in opening up the old Lt1 so it can breathe. Those mods should get you 280-300rwhp depending on if you have an auto or a manual transmission.
2. Cam & ported heads. You can get a custom cam from Lloyd Elliot or Advance Induction specific for your needs. Along with 1.6 roller rockers and new springs for another 20-50rwhp over bolt ons.
If you also do ported heads from these same guys you can make around 400rwhp depending on how wild you go. And there are plenty other head porters out there, im just mentioning the most well known Lt1 guys.
Then with all that cam/heads hp/trq you gotta think about replacing the weak 10 bolt rear end, new clutch, trans upgrade.
If i was smart and wasn't addicted to hp i would stop at just bolt ons and a tune and call it good. But i already did a LE custom cam and hungry for more power and will be doing a 383 stroker in the coming yrs. Good luck!
