Default Radiator Cap Not Hot

I am not sure if this is normal but my radiator cap is not getting hot when the vehicle is running. I also felt the top radiator hose that is connected to the filler neck and it only feels luke warm. The other hoses feel pretty hot. Is this normal? I feel like it os not. Outside temps are around 46 degrees in Dallas Texas. The cooling system is full and I bled it several times. The car is not running hot and according to my scan tool the temps seem steady at about 196 to 201 at idle with the temps staying basically the same while cruising. I actually thought I should run cooler while cruising but I am not sure. The fans are programmed to come on at 190 degrees. The tuner set them this way a couple years ago. your thermostat may be stuck closed or partially opened

Man, you hit the nail on the head! I kinda suspected that but I could not imagine the thermostat partially working. I put it in a pot on the stove and brought it up to temp and sure enough it only partially opened. I tested the new one in the same fashion and it opened all the way. Thanks, I appreiciate your feedback to my question.

Yes, the new one is also LT1 specific. I had a Motorad in at first. I bought a Stant to replace it. So far, so good.
