1994 LT1 PCM not communicating HELP!

1994 LT1 PCM not communicating HELP! I have a 1994 LT1 Camaro and no scanners will read the PCM, it says Vehicle Not Responding. Car runs fine and has no codes but I am concerned I can't read the OBD. I've tried space PCM and can't communicate with it either. Please HELP!

the scan tool needs to be OBD1 compliant. Most are OBD2 only
if you are using a OBD1 scan tool, IIRC the data port is not powered +12v on the 94 to power the scanner so it would need to be battery operated to work
