Should my rockers have play in them?

I've adjusted my valvetrain lash finally, but for some reason whenever the lifters are on the base of the cam, they have some play in them. Is it normal for them to wiggle back and forth?

The lifter bleeds down some after lash so the RR can feel lose after a few minutes. Once motor is started the lifter pumps back up with oil
