Fuel Pressure Question??? PLEASE HELP!!

So I got a 97 Firebird Formula. It died on me the other day driving home. Finally got it home and in the garage. It'll fire up normal but idle super rough like the engine is about to jump out of the car. If I give it any gas whatsoever it stalls out. I hooked a gauge up to the fuel rail and I'm only getting 7 lbs of fuel pressure and it drops whether the engine is running or not. I noticed when I cycle the key on and off without cranking it, it'll build a little more pressure each time but as soon you stop itll drops completely back to 0. The fuel pump is obviously kicking on. What's going on?!? I got the car from a guy who literally only put 80 miles on it in 2 years and admitted to never going out and starting it. So it most likely has bad gas. Could it be I knocked some gunk loose in the tank driving it after it sitting so much and it has clogged up the fuel filter?

Replace fuel filter and retest pressure. If still bad, it's probably the pump.

I had problems with stalling and low fuel pressure, and replacing the fuel pump fixed it. The pump could deliver 40+ psi at idle and low load, but under load the pressure would drop to 0.
