Default Plastic in oil pickup screen

Hey guys, i opened up the bottom of my lt1 to replace the oil pump because of bad oil pressure. When i took off the pan, i found that my oil pick up tube screen was covered in melted plastic. Anybody have this problem? Or have any idea of why this is there? Thanks

you sure its not RTV?

When to much is used to fix pan leak for example and squishes inside when pan is installed it hardens, breaks off and looks like this
