Pulling the lt1 out of my 95z with 99k on it to replace all gaskets(non-stop oil leaks). Anything else I should plan on replacing without doing a full rebuild?

Check the timing chain for slack and replace if necessary. Check your accessory belt if it hasn't been replaced in quite some time. Check your spark plugs, it would be a great time to throw iridium plugs in if you don't already have them! You can always give the valvetrain a look over while the engine is out. This is what comes to my mind but others may chime in on other stuff.
Would be a good time to do (check) motor mounts, replace valve springs/seals (ez with the motor on a stand), and flush out the block. Wouldn't hurt to take a look inside the opti while it's apart either.
Great time to check for front and rear main seal as well as the infamous intake gasket leaks that occur on most all LT1's. As mentioned above, a quick run through the valvetrain is always a good idea because with 99k miles it might could use a little tightening up though not likely.

I just changed my plugs a couple months ago and went with ngks and 8.5mm wires but I've been having arching issues, so I think I'm going back acdelcos and a reasonable size wire. I'll take a look at them with the engine out regardless before I spend more money.

Was the ceramic casing cracked on those spark plugs? All you have to do is either buy a set that was dropped at some point in the store or if you happened to have dropped them during install. The last time I put in my NGK spark plugs I made sure they had no visible cracks. The car idles beautifully but if there was arcing I would be able to feel it with irregular idle, I had that problem in the past and though I thought it was the optispark it was a cracked casing on a spark plug.
Furthermore, the cracking seemed to happen too often with my then Granatelli spark plug wires. I eventually tossed them and threw on generic "Voltmaster Plus" spark plug wires that came with my Jasper engine and I have not had a problem since. It's funny that the better move was to go with generic spark plug wires but the Granatelli's may have some issue in their manufacturing that surges spark and cracks the spark plug casings, I can't verify this but it is a hunch.
