Best mod for $500-700?

A cold air intake and a nice cat-back would be a good start...
Or some gears and a CAI would be a good start too..
Where do you want to go with the car.. What do you want to do with it?
A nice set of front/rear swaybars and subframe connectors could be a great start as well ...

CAI +catback
Another vote for some suspension work next(skip the front swaybar unless you're into handling I would simply remove it). Its not glorified like engine modding but it gets those et's down and consistant.

If you wanna cut corners on the road, the front sway bar will be hands down the best mod for the car.. Subframes will make the car feel 100% different, so much more responsive and tighter feeling..
If you drag or plan to drag race alot then removing the front bar is an excellent idea...
