How Do I Set The Valves? Ok, I just did Heads/Cam swap, I keep setting the valves when it is running, and tighten them down to hand tight then tighten the screw, 1 or 2 valves when i go to hand tighten them down the motor boggs and will not recover any ideas?

You are adjusting valvetrain preload when the engine is running?
From what I know, the valvetrain should be torqued to a certain specification and should be fine there assuming you have all your valvetrain geometry ducks in a row.

Not while running! In firing order series. torque screws until you feel good drag on pushrods spinning them with your fingers.
